What

Add forge-style CONTRIBUTING.md (sibling template).

Why

Default tip had no contributor guide for dual-branch landings, commit subjects, or leftover-issue citations.

Test

  • Matches sibling (PRs to develop, area: Imperative summary, What/Why/Test, full-URL leftovers, License TBD by owner)
  • No LICENSE file created or edited

docs: Add CONTRIBUTING.md 84877ceb93 
The repo had no contributor guide, so PRs and leftover-issue citations
were unstated. Add the forge sibling CONTRIBUTING.md so landings go
against develop, commit subjects use area: Imperative form, and leftover
issues are cited by full URL.

Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?
