Bump the Go toolchain from 1.25.4 to 1.27.0.

• go.mod: go 1.27.0
• Dockerfile builder image: golang:1.27.0-alpine
• CI already uses actions/setup-go with go-version-file: go.mod (ci, fmt, release)
• Keep make test-race / -race

Do not merge until CI is green.
