Raise the module Go version from 1.26.0 to 1.27.0.

  • go.mod now requires go 1.27.0.
  • CI setup-go uses go-version-file: go.mod for both check-and-test and vulncheck.
  • golangci-lint pin is v2.13.2 (Go 1.27 support).
  • vulncheck job kept.
  • Tests still run on push to main.

Happy Eyeballs is the default since Go 1.12; keep dual-stack behavior
without the deprecated field so golangci-lint v2.13.2 stays green.
