What

Add a short CONTRIBUTING.md on the default branch.

Why

Repos lacked contribution guidance. Document prefer-develop PRs,
kernel-style commits, PR What/Why/Test, and Gitea issue-citation
rules so merge text does not accidentally close leftover work.

Test

Docs-only; no runtime change. File present at repository root.
