Bump the Go toolchain from 1.25.4 to 1.27.0.

go.mod: go 1.27.0
Dockerfile builder image: golang:1.27-alpine
CI already uses go-version-file: go.mod (ci.yaml, fmt.yaml, release.yaml), so setup-go will install 1.27.0.

LICENSE is unchanged.

Do not merge until CI is green. Known flake: TestEngineStartup_HTTPAndHTTPS can 404 on PR tests.
