What

Add a short CONTRIBUTING.md on the default branch (same guidance already on develop).

Why

Default lacked contribution guidance. Document prefer-develop PRs,
kernel-style commits, PR What/Why/Test, and Gitea issue-citation rules.

Docs-only; no runtime change. File present at repository root.
