What

Add .gitea/workflows/ci.yaml modeled on sshoney: push to master+develop and pull_request; setup-go from go.mod; go test -race ./...; go build ./.... Job ci / "Test and build".

Why

Pushes and PRs had no automated test or build on Gitea. Required checks for master and develop need a stable status context.

Test

Local: go test -race ./... and go build ./... green on this tip
Diff is only .gitea/workflows/ci.yaml
No secrets, no Robinhood network, no lab SSH, no LICENSE/README/goreleaser
