Replace plan sketch oauth not wired with oauth not implemented.

Why

Avoid unfinished-wiring phrasing that echoes the sibling-product leak pattern.

Test

Docs-only; prior go test ./... green on scrub series.

The implementation plan still said "oauth not wired" in a Task 5
error-string sketch. Prefer "not implemented" so unfinished
wiring language does not read like a sibling-product leak.
