CLI no longer has --threads. Document --max-concurrent-requests / --max-requests-per-client, go 1.27.0, and the steamcache2 checkout directory.

CLI docs still showed --threads; root flags are --max-concurrent-requests
and --max-requests-per-client. Also fix go.mod version and clone directory.
