What

Add CONTRIBUTING.md matching the sibling forge dual-branch template.

Why

Default tip had no contributing guide while other s1d3sw1ped write repos already carry one. develop exists now, so land the guide there.

Test

  • Open the PR against develop and confirm CONTRIBUTING.md is present at the head tip.
  • No LICENSE change.
